BEFORE STARTING TO FILL OUT YOUR ONLINE APPLICATION FORM, IT IS ESSENTIAL TO READ THE WHOLE CALL FOR APPLICATIONS CAREFULLY.

I. OBJECTIVES OF THE CALL

Young scientists from developing countries (other than Brazil) are invited to apply to the 2010 CNPq-TWAS Fellowships programmes.

The fellowships offered by the CNPq-TWAS Fellowships programmes allow scientists from developing countries (other than Brazil) to study or to do research in the natural sciences in Brazil and then to return home to continue their careers.

The National Council for Scientific and Technological Development (CNPq), Brasilia, Brazil – www.cnpq.br – is a foundation linked to the Brazilian Ministry of Science and Technology. CNPq is one of the major public institutions supporting science, technology and innovation in Brazil and contributes directly to the training of researchers in the various fields of knowledge.

TWAS, the academy of sciences for the developing world – www.twas.org – is an autonomous international organization founded in Trieste, Italy, in 1983. Its principal aim is to promote scientific capacity and excellence for sustainable development in the South.

II. WHO CAN APPLY

The 2010 CNPq-TWAS Fellowships programmes are open only to young scientists from developing countries, other than Brazil.

It is important to note that the Brazilian scientists or students cannot apply for fellowships under the CNPq-TWAS Fellowships programmes but they can apply for fellowships under all the other TWAS Fellowships programmes. III. TYPES OF FELLOWSHIPS AND DURATION

The 2010 CNPq-TWAS Fellowships programmes offer the following types of fellowships:

- Full-time postgraduate/doctorate fellowships: CNPq-TWAS Postgraduate Fellowships are tenable at research institutions in Brazil for a period of up to 48 months and are awarded to students from developing countries (other than Brazil) to enable them to pursue studies leading towards a PhD degree in the natural sciences.

- Sandwich postgraduate/doctorate fellowships: CNPq-TWAS Sandwich Postgraduate Fellowships are tenable at research institutions in Brazil for a period of a minimum duration of 6 months, renewable for up to a maximum of 12 months, and are awarded to students from developing countries (other than Brazil) to enable them to develop part of their PhD course in the natural sciences in Brazil. Under the sandwich programme, applicants must be registered for a PhD degree in their home country.

- Postdoctoral fellowships: CNPq-TWAS Postdoctoral Fellowships are tenable at research institutions in Brazil for a minimum period of 6 months to a maximum period of 12 months. They are awarded to scientists from developing countries (other than Brazil) to enable them to pursue postdoctoral research in the natural sciences.

IV. GENERAL INFORMATION ABOUT THE 2010 CNPq-TWAS FELLOWSHIPS PROGRAMMES

- Applicants already in Brazil are not eligible.

- Women scientists are especially encouraged to apply.

- Applications for part-time Fellowships will be considered ineligible.

- Incomplete applications will not be accepted.

- Applicants must submit an official Acceptance Letter from the host institution in Brazil. The acceptance letters must show a starting date in the year following the application (e.g. for 2010 applications the acceptance letter must show the starting date as 2011).

- Applicants must provide evidence that they will return to their home country upon completion of their Fellowship.

- Successful candidates will be notified by January of the year following the application.

-All specific obligations, regulations, stipends etc will be thoroughly explained to successful candidates in the award letter/contract.

International travel (return economy class by the shortest route) and visa expenses will be covered by TWAS.

- Awarded Fellowships must be taken up within one year of the date of the award letter.

- The Fellowships do not include provisions for accompanying family members.

- Successful applicants must not take up other assignments during the period of their Fellowships.

-CNPq and TWAS shall be entitled to a repayment of all or part of any funds paid to an applicant hereunder, in the event that the applicant intentionally or negligently fails to fulfil any or all of the present conditions.  The applicant agrees to pay any reasonable legal and/or collection costs incurred by CNPq and TWAS to obtain the repayment.

- Please note that applicants may apply for only one TWAS Fellowship per year. For example, applicants to the TWAS-CNPq programme cannot also apply to TWAS Fellowship programmes with other partners in the same year, including those provided through CAS, CEMB, CSIR, DBT, IACS, ICCBS, S.N. Bose, USM, TWAS Fellowships for Research and Advanced Training and the TWOWS Postgraduate Training Fellowships for Women Scientists in Sub-Saharan Africa and Least Developed Countries (LDCs) at Centres of Excellence in the South.

V. PROGRAMME DETAILS

- CNPq-TWAS Fellowships are tenable only at Brazilian research institutions that have been ranked at levels 5, 6 or 7 by the Brazilian Federal Agency for Support and Evaluation of Graduate Education  (CapesCoordenação de Aperfeiçoamento de Pessoal de Nível Superior);

- Awardees accepted by private institutions will only be considered if these Brazilian host institutions provide an official letter stating they will exempt the awarded applicants from any fees. CNPq and TWAS will not be responsible for the payment of any fees.

- Lattes Curriculum: applicants must fill out and submit the CNPq standard online Curriculum Vitae. Visit http://lattes.cnpq.br/english/index.htm for detailed instructions about registering your Lattes Curriculum.This must be done before submitting the online application form.

- The academic year in Brazil usually begins on 1 March and the second semester in early August of each year. Candidates will enrol for their PhD at the host institution and must observe the academic calendar of the host institution and be ready to start their Fellowship on the first day of classes/courses (most likely in Portuguese).

- The arrival of the awarded applicants for postgraduate/doctorate and sandwich postgraduate/doctorate courses must be scheduled preferably for the beginning of the academic semesters in Brazilian institutions.

- Applicants may enrol in a PhD course at a host laboratory/institute in Brazil (full-time option).

- Under the sandwich programme, applicants may be registered for a PhD degree in their home country. In both, the full-time and sandwich cases, the programme envisages only one journey to the host country.

- CNPq will provide a standard monthly allowance, which should be used to cover living costs, such as accommodation, food and health insurance. The monthly stipend will not be convertible into foreign currency.

- Information about living conditions, such as possibilities of accommodation, transportation, and any other issues related to the candidate’s stay in Brazil must be obtained locally, directly from the host institution. Neither TWAS nor CNPq can provide this information.

- The language of instruction of the courses in Brazil is Portuguese.

VI. ELIGIBILITY CRITERIA AND REQUIRED DOCUMENTS

A) Full-time postgraduate/doctorate fellowships - PG

A.1) Eligibility criteria - PG

Applicants for full-time doctorate/postgraduate fellowships should:

- Be permanent residents in a developing country other than Brazil;

- Have a maximum age of thirty-five (35) years on December 31st of the year of application to the CNPq-TWAS programme;

- Hold a university degree (minimum qualification is a Master’s degree);

- Provide evidence that he/she will return to his/her home country on completion of the fellowship;

- Not take up other assignments during the period of his/her fellowship;

- Provide a certificate of proficiency in Portuguese, or in Spanish, or in English (if these languages are not the candidate’s mother tongue);

- Provide an acceptance letter from the chosen Brazilian host institution;

- Have an updated Curriculum Vitae on CNPq’s Lattes Platform;

- Present a detailed research plan;

- Be financially responsible for any accompanying family member.

A.2) Required documents - PG

Applicants for full-time doctorate/postgraduate fellowships should submit through the online application form the documents as follows:

B) Sandwich postgraduate/doctorate fellowships - SW

B.1) Eligibility criteria - SW

Applicants for sandwich doctorate/postgraduate fellowships should:

- Be permanent residents in a developing country other than Brazil;

- Be a maximum age of thirty-five (35) years on December 31st of the year of application to the CNPq-TWAS programme;

- Hold a university degree (minimum qualification is a Master’s degree);

- Be officially registered as a PhD student in his/her home country for at least 12 months before presenting his/her candidacy to the sandwich doctorate fellowship scheme;

- Provide evidence that he/she will return to his/her home country on completion of the fellowship;

- Not take up other assignments during the period of his/her fellowship;

- Provide a certificate of proficiency in Portuguese, or in Spanish, or in English (if these languages are not the candidate’s mother tongue);

- Have a letter of agreement of his/her supervisor in his/her home country and acceptance letters of the chosen Brazilian institution and supervisor. Both supervisors are obligated to collaborate, in order to accompany the development of the fellow’s research;

- Have an updated Curriculum Vitae on CNPq’s Lattes Platform;

- Present a detailed research plan;

- Be financially responsible for any accompanying family member.

B.2) Required documents - SW

Applicants for sandwich doctorate/postgraduate fellowships should submit through the online application form the documents as follows:

C) Postdoctoral fellowships - PDoc

C.1) Eligibility criteria - PDoc

Applicants for postdoctoral fellowships should:

- Be permanent residents in a developing country other than Brazil;

- Be a maximum age of forty-five (45) years on December 31st of the year of application to the CNPq-TWAS programme;

- Hold a university degree (minimum qualification is a PhD degree);

- Be a regular employee in a developing country (other than Brazil) and hold a research assignment there;

- Provide evidence that he/she will return to his/her home country on completion of the fellowship;

- Not take up other assignments during the period of his/her fellowship;

- Provide a certificate of proficiency in English (if this language is not the candidate’s mother tongue);

- Provide an acceptance letter from the chosen Brazilian host institution;

- Have an updated Curriculum Vitae on CNPq’s Lattes Platform;

- Present a detailed research plan agreed by his/her host supervisor;

- Be financially responsible for any accompanying family member.

C.2) Required documents - PDoc

Applicants for postdoctoral fellowships should submit through the online application form the documents as follows:

VII. HOW TO APPLY AND APPLICATION DEADLINE

VII.1 - Applications MUST BE SUBMITTED AND SENT EXCLUSIVELY VIA INTERNET, THROUGH THE ONLINE APPLICATION FORM, available on the Carlos Chagas Platform at the following address:

VII.2 - Applications must be submitted by 6:00 p.m. (GMT-04:00 – Brasilia/Brazil), on Friday 13 August, 2010.

VII.3 - Immediately after sending the application, applicants will receive an electronic receipt of its proposal, which will serve as proof of transmission.

VII.4 - It is essential to register the Lattes Curriculum before completing the online application form. Visit http://lattes.cnpq.br/english/index.htm for detailed instructions about registering your Lattes Curriculum.

VII.5 - All the required documents should be attached to the online application form, in the proper field by following the online instructions. Please have them all ready for uploading.

VII.6 - Please note that CNPq will not accept applications submitted by any other means, nor after the deadline for receipt of applications on August 13 (Friday), 2010. Therefore, it is recommended to submit the application as early as possible, since CNPq is not responsible for applications not received due to technical problems and over demand of online applications around the deadline.

VII.7 - If attempts are made to send the application after the deadline, it will not be accepted by the CNPq’s electronic system. For this reason there is no possibility to accept and evaluate the application.

VII.8 - The electronic system of CNPq will accept only one application per candidate. If a second application is submitted by the same candidate, it shall be considered a substitute for the former one. Only the last application received will be evaluated.

VIII.  EVALUATION PROCESS

Applications will be evaluated through a competitive process. Decisions will be made by CNPq and TWAS with the advice of natural sciences specialists. The awardees will be selected on the basis of the quality of his or her scientific performance, academic qualifications, references and research plan.
